Probably the question should be height at B is 12m relative to Point B.
As it is mentioned that there is no friction. All the potentyenwrgy will be converted to kinetic energy.
So, using the conservation of energy:
mgh = 1/2 mv2
Given : h = 12m
Taking g = 9.8m/s2
m * 9.8m/s2 * 12m = 1/2 * m * v2
Solving the equation
v = (9.8*12*2)1/2 = 15.336 m/s
