It looks like we have to find b :)

Based on the The Remainder Theorem:

If a polynomial f(x) is divided by x−a, the remainder is the constant f(a).

Here the a = -2, because y + 2 = y - (-2)

So, remainder would be:

R = f(-2) = 3(-2)3 - 4(-2)2 + b(-2) + 6 = -24 - 16 - 2b + 6 = -34 - 2b = -40

-2b = -6

b = 3
