The easiest way to find the answer is to find the lowest common denominator for the two fractions involved. 25 3/4 becomes 25 6/8 because eight is the lowest common denominator. Since you multiply the 4 by 2 to become 8, you also must multiply the 3 by 2 to become 6. Now you can easily do the subtraction: 25 6/8 - 14 5/8 = 11 1/8. The water has dropped 11 and 1/8 centimetres.
